It's an animation derp I guess , if the tail had been in the right position Pinkie would have had some difficulty moving, then again it could have been fixed by bending the tail a little bit. I have also noticed this when they added butterfly wings to Rarity, it could be for aesthetic purposes. Then again, screw logics!
